Among these, Jammu and Kashmir ranked first with 585 tenders followed by Uttar Pradesh with 320 tenders and Punjab with 307 tenders. These procurement activities are undertaken in a wide range of sectors, including education and sports, rural development and police and defense. Below is a detailed analysis of sports materials procurement undertaken by the government agencies in India.


Tender notices are regularly issued by around 8000 procurement agencies in India. Within the last year, 380 of these agencies published tenders for sports equipment. The Indian Army ranked at the top with 1893 tenders covering various sports equipment items. For example, the Indian Army issued tenders for footballs, basketballs, volleyballs, cricket hand guards and boxing kits which include items like focus pads, hand wraps, boxing ring ropes and turnbuckle hooks. Following closely, the Central Armed Police Forces (CAPF) issued 231 tenders, including those for Kho Kho Pipe Set, Hand Ball, Shuttle Cock, Sleeping Bag Down Feather and Stop Watch. Additionally, the Department of School Education and Literacy released 184 tenders for the procurement of sports materials such as Nylon rope, wooden clapper, Relay button, and Rope for tug of war.


Furthermore, in addition to the aforementioned activities, government entities often combine sports equipment procurement with civil construction projects. For instance, the Kerala Industrial Technical Consultancy Organization released tenders for the supply and installation of maplewood flooring and indoor movable sports equipment at the I M Vijayan Stadium and Sports Complex in Thrissur. Similarly, certain departments opt to acquire sports items alongside other commodities. For example, the Haryana government issued tenders for the supply, installation, testing, and commissioning of fire equipment, swimming pool equipment, sports equipment, and other amenities in sports stadiums at Village Jatauli MC Pataudi Mandi. Government agencies published 363 tenders for sports mats during the last year. The various types of mats purchased by the government are: Kabaddi mats, wrestling mats and judo mats. These mats are designed to provide the best impact and cushioning protection to all judo athletes during the throws, takedowns and groundwork. Notably, government entities like the Department of Excise Kerala, the Central Armed Police Forces (CAPF), and the UP Sports. Directorate were among those issued tenders specifically for judo mats.


Tenders for Kabaddi mats and their variants including Kabaddi Synthetic Mats and Kabaddi Rubber Mats to prioritize the safety of Kabaddi players. These mats ensure the safety of kabaddi players, allowing them to perform various techniques such as raids, tackles, and blocks without fear of injury from unforgiving surfaces. Notable entities like the Department of Higher Education, Dr. Y S Parmar University of Horticulture and Forestry, and the M.P. As of March 3, 2024, India had a total of 173 active sports equipment tenders. Uttar Pradesh obtained the first place with 44 tenders, accounting for 23%, following Jammu and Kashmir with 44 tenders, also 23%. Of all the tenders issued, Maharashtra has 29 tenders constituted 15% and Punjab with 25 made up 13% of the total. Additionally, Karnataka and Rajasthan issued 16 tenders each, that is 8% of the total. Uttarakhand was the next with 15 tenders accounting for 8%.


This analysis shows that the government agencies in India advertised a large number of sports equipment including sports mats and sports shoes tenders during the last year.
